I would do like this :
2 mafia's and a gang that works for them
Ex :
Gambino is a mafia, Green Elite is gang.
Gambino leader and Green Elite leader make deal to work together.
Green Elite will split the earning of drug dealing with Gambino in trade for free guns or whatever.
