IC whisper, Police warning, OnDuty-OffDuty

IC WHISPER
In the game is /whisper but it is ooc whisper and I guess can be in game command which will be like IC chat but only be seen for lower distance than standart IC chat.

POLICE WARN
a Officer will stop one guy for a very small crime as he is driving in the middle of the road (example...) and he can say him: Don't do it again or you can get a ticket. And I guess can be command like /suspect but will be command for police warning where will be text for Officers if that guy did the same crime earlier.

Sir says: Hi
Officer says: Sir, Do you can show me your Identification Card?
* Sir takes from his pocket the ID and hands it to the Officer.
* Officer reads.
* Officer talks to him.
Officer says: Mr. Sir, please do not drive in the middle of the road.
Sir says: Oh, Okay. Sorry.
Officer says: More one and you can get a ticket for that.
Sir says: Okay.
Officer says: Bye
Sir says: Bye


Now can a officer in the car do /suwarn [ID] [reason] and inform the others.

and game:

HQ: All Units APB: Officer: Mark Green
HQ: Citizen: Sir, Reason: Driving in the middle

and when a officer will check him in MDC it will show

On Duty and Off Duty
Sheriff can use /setteam [ID] [1 = civ , 2 = cop] but can be better do it for officers too. Only for them.
I mean one officer can do /settteam on himself and no on others.
For others but can do Sheriff, Captain and Commander. It can be useful and cadets will not say: I can't use commands. They only do /setteam [ID] 2 and they are On Duty or /setteam [ID] 1 and they are Off Duty.
Or better is do that into /duty command.
When he will go off duty it automatically do him /setteam 1 and when he will be On duty he will be /setteam 2.

I had the same idea with the Mobile Date Computer! Because now we (Police) can't see it. And maybe also i've you want to know when he/she gets his licenses!

Yeah. I like it.
The Whisper -- You should have /w (Whisper) as an IC command. You type "/w [ID] [Message]" to type the IC message, and you have to be a certain distance from them. As for a Private Message, "/pm [ID] [Message] Should do for OOC Whisper.
