Why we dont make school for cops fire mans ambulance and army.they can go there if they have any question or wone learn something better.Teachers can be leaders ho know all about PD NG FD AMBULANCE.they can get one book like they learning then they go to school write test if they get good grade then they can get higher rank if they get bad grade they failed

The government can accept someone as rank 1, and looks how he does it.
You can say what he does wrong and look its changed in some minutes.
The SFPD gives trainings to all police officers/lieutenands/sergeants and cadets to train them how to chase, arrest, drive and more.

When someone is bad: (/)uninvite him.
When someone is good: Hold him and give some more trainings.
