Reymond Perez learn to RP!

Like I just drove around and I saw Reymond sellin guns. So I went to cuff and fisk him. But when I cuffed him i realised I am off duty, so I had to let him go. 2nd he was sellin gunz he escaped on a bicycle. Well escaped like escaped, he escaped only for that beacuse he was BUNNYHOPPING wich is NON-RP!. When I reported him on the OOC chat he said: I was driving OOCly wich is a impossible because everything you do IN GAME is IC! Next time I saw him attacking a gang member with an AK. So i tazed, cuffed and detained him... When he got detained SEVERAL times did /stopani wich threw him out of my car and he couldn´t get arrested. That is NON-RP!. When I told about he said: I am doing it OOCly. I dont know if he is an idiot naturaly but this is totally:
